SHSTP is a key and strategic collaboration under the auspices of the Singapore-Zhejiang Economic and Trade Council (SZETC). Two parties came together and collaborated in the development and management of the Park, they are Ascendas Group and a property operation company affiliated to HEDA.
Location
Located inside the Higher Education Area, which is in the southwest corner of University Town East Area with a comparatively mature construction environment, SHSTP occupies a planned area of 43 hectares, and a construction area of 752,300 km2. To the North, it is Zhejiang Water Conservancy and Hydropower College; to the East, it is Zhejiang Technology Institute of Economy and several middle and preliminary schools; and to the West, it is industrial area, planned with Hangzhou metro line No. 1 station along Road 2# on the northern side.

Development team and their experiences
Under the leadership of JTC Corporation, Ascendas has a proven track record of developing and managing industrial business and hi-tech parks in Asia. Its renowned flagships include SHSTP, India's International Tech Park, Bangalore and Suzhou Industrial Park. It was the first to pose the concept of “standard workshop building” in Suzhou Industrial Park a dozen of years ago, and now has rich experiences on park development and operation, with projects in Shanghai, Suzhou, Dalian, Beijing, Tianjin, Xi’an, Shenyang, Shenzhen, Hangzhou and other cities.

Development Vision
The project will be completed within 5-8 years, and RMB 3.5 billion Yuan will be invested.
After the project is fully finished, it will introduce 300-500 enterprises, including 25 enterprises that have passed CMM-3 or above, and the sales revenue is to break through RMB 40 billion Yuan; and attract a working population of 30,000-50,000 people on service outsourcing, software development, etc.
Development Process
Its first phase construction that is started at the beginning of 2008 covers 4 hectares, with the construction area of 100,000 m2. It is expected to house a working population of 5,000 people,and targets mainly the service outsourcing business, particularly Information Technology Outsourcing (ITO) and Business Process Outsourcing (BPO), and R&D organs, with software design, production and supportiing service function into one.
The first building is to be completed at the end of 2008.
